OpenCerts.io — Singapore Government Digital Credentials
A national-scale blockchain-verified credential platform built for the Singapore government.
The Challenge
SkillsFuture Singapore is a national initiative developing the capabilities of Singapore's workforce through lifelong learning programmes and skills certification across hundreds of tertiary institutions.
The problem we were asked to solve
Paper certificates and PDFs are easy to forge, slow to verify, and impossible to share at internet scale. Singapore needed a national-grade credential standard that could be issued by any institution and verified by anyone, anywhere — with cryptographic certainty rather than trust in a central authority.
Our Approach
How we tackled it
Designed an open credential standard — defining what a tamper-proof digital document looks like and how it anchors to a public blockchain without storing personal data on-chain.
Built the issuance framework — bulk certificate generation tooling, signing pipelines, and institution-facing APIs for batch issuance at scale across Singapore's tertiary institutions.
Delivered an open verifier — anyone can drag-and-drop a credential file to verify it in seconds, with zero login, zero third-party trust, and no call back to the issuer required.
Worked with SkillsFuture Singapore on institutional rollout — documentation, onboarding guides, and integration support to bring hundreds of institutions onto the standard.
The Solution
What we built
We designed and delivered OpenCerts — an open framework for issuing and verifying tamper-proof digital credentials, anchored on a public blockchain. Institutions issue certificates that students hold permanently and share with anyone (employers, immigration, other institutions) who can verify them in seconds, without contacting the issuer.
Tamper-proof credential issuance with cryptographic signing
Blockchain anchoring for permanent, decentralised verification
Open-source verifier — anyone can validate a certificate, no login required
Bulk issuance APIs for institutional rollout at scale
Privacy-preserving design — credentials live with the holder, not a central registry
Technology
Results
What changed
OpenCerts is used across Singapore's tertiary education and skills certification ecosystem, with credentials issued at scale into SkillsFuture and recognised across the public and private sector. The open-source verifier requires no login and no central authority — any credential can be verified by anyone, anywhere, in seconds.
